In a Progressive government prosperity is restricted to the top 10% of the population and in a Democratic Republic prosperity is unrestricted and can reach up to 90% of the population. There is always about 10% of the population that can not participate in prosperity for many reasons no mater what type of government is in power. Down threw history this has always been the case.
